Legal Educational Practice Base Established at Beihai Arbitration Commission

On September 16，2020, Tianjin University Law School and Beihai Arbitration Commission signed a cooperation agreement to construct a legal educational practice base at the Commission.

Sun Youhai, Dean of the Law School delivered a speech at the signing ceremony. He expressed warm welcome to the Beihai Arbitration Commission delegation led by Director Zhong Hong. He mentioned that the Ministry of Education and the Central Committee of Political and Legal Affairs encouraged close cooperation between universities and legal-practice organization and institutions.

“I believe the establishment of the legal educational practice base will help teachers and students at the Law School to test what they have learnt with practice,” Sun said. He also briefly introduced the history of Tianjin University and that of the Law School, which has made great development and progress in teaching, academic research, internationalization and social services since its reestablishment five years ago. According to Prof. Sun, the Law School has established close ties with courts, procuratorates and governments in recent years in talent training. Sun noted that this was the first time that the Law school had cooperated with an arbitration commission which boasted professional arbitration in the fields of finance, construction and engineering. “We are very happy to build educational practice base with Beihai Arbitration Commission and firmly believe that the cooperation will be fruitful,” Prof. Sun remarked.

Director Zhong Hong also gave a speech. He introduced Beihai Arbitration Commission as a non-profit legal entity providing public arbitration legal services, which was restructured in 2017 and became the trailblazer of the national arbitration reform. The Committee of Beihai Arbitration Commission handled more than 80,000 cases in 2019, with the object values amounting to about 9 billion yuan and an average case object value of 100,000 yuan. They mainly deal with financial cases. With an advanced concept of "Based on the North Sea, Facing ASEAN, Serving the whole country and Going global", Beihai Arbitration has set up professional arbitration for road traffic, maritime, finance, mining, intellectual property, etc., like Beihai Asia International Arbitration Center in Singapore and the Beihai Arbitration Liaison Office in Hanoi, Vietnam. Director Zhong Hong hoped to cooperate with teachers of Tianjin University Law School to study the issues of the revision of the Arbitration Law and the reform of arbitration institutions.
